The point of longer sleeves is that when you extend your arms they're not running back up your arm towards your elbow. Plus if you're cold you essentially have gloves. Or can tuck them into gloves so that if you're shoveling you don't get cold wrists.

Look up Inuit snow goggles. They are basically prehistoric shutter shades for reducing snow glare. So they dont serve a purpose now, since now we have tinted lenses that work better, but it was once a useful invention.
