I think Ratcliffe (Pocahontas) and Shan Yu (Mulan) are underrated Disney Villians.
As for Ratcliffe, he is a character who shows not only what these times Americans were hungry for but also shows what people are hungry for now. It's all about making money and bathing in it, nothing more.
And as for Shan Yu, I consider him one of the cruel Disney villians. He literally killed innocent people and even little children. I was shocked at the moment with burned village, and it made me feel how underrated this character is. Surely can I say war is the scariest thing but when it comes to killing innocent population, it is more than that.

John Silver (at least this particular portrayal of him) was technically a villain-turned-anti-hero. Despite his evil intentions, hes shown to be rather sympathetic towards Jim and even comes off as a father figure. Scroop on the other hand was far more menacing, evil and dangerous. Scroop disliked Jim from the start and even framed him for Mr. Arrows death (even though he was the one who murdered Mr. Arrow in the first place) and later tried to kill Jim near the end of the movie. While not a character from the original Treasure Island story, Scroop was more like an actual villain than Silver.

as far as i know or remember the only villians on this list that survived by the end of the movie by evidence of last cameo were the female villian from the rescuers first movie, the pinoccio coachmen with his fox men assistants, hades from hercules [happened to be a immortal greek god of the dead], yzma the potion maker that got turned into a cat by 1 of her own magic potions, johs silver of treasure planet, edgar balthazar aristocats survived the ending as far as his last cameo showed, & madam mim was last shown as a dragon stuck in bed with a sickness if i remember correctly.

As you could see, McLeach is basically my mom's favorite villain. And it was too bad the sequel didn't get the fame it deserves but I think McLeach deserves to be apart of the primary members: Maleficent, the Evil Queen, Scar, Ursula, Jafar, Cruella De Vil, Hades, Chernabog, Lady Tremaine, Dr. Facilier, the Queen of Hearts, and Captain Hook.
Also, I think Joanna, his lackey also deserves her place with the Disney Villain henchmen close to Iago, and even Shenzi, Banzai, and Ed.

I have long argued that Mother Gothel may be the most dangerous Disney villain of all time. At least with most of the other villains, you can tell what their intentions are. But Mother Gothel hinds behind her kindness and is a master manipulator, convincing Rapunzel that she's the one in the wrong. She's probably one of the most realistic villains in the entire Disney universe (Gaston's pretty realistic too, and is very dangerous as well.

I think the most underrated Disney Villains are the Carnotaurs from Dinosaur because they are the best Disney Villains ever, the reasons why theyre the main villains of the movie is because for Kron, he was just a jerk and he wasnt a villain just a average jerk but the Carnotaurs are the most memorable Dinosaurs in the film.

Clayton from Tarzan and Commander Rourke are basically the same villain. Clayton just has more character. Rourke is just boring. But Ratigan and Frollo are shared number 1 underrated villains. Then comes Hades, Yzma plus Kronk, Dr. Facilier, Madam Mim, John Silver, are the next best underrated villains.

Favourite villain in this group is Yzma! Most feared villain is the Coachman. It scares me how many more boys would have continued to be taken because we dont see the Coachman stopped by the end of the movie. Most hated is definitely Frollo. Best villain song though. Hellfire is literally fire

Believe it or not I actually like pocahontas. And governor Radcliff is underrated greed was his motive and almost killed John Smith no remorse from Radcliff like wow to bad the movie got a lot of criticism for not being accurate to the real story. But also that music in it though.

If we are talking about underrated Disney villains. Have to put in Sabor from Tarzan. Mauled Tarzans parents, then Kalas and Kerchaks baby, then all but nearly defeated/killed Kala and Kerchak. Only Tarzan was the only one who could defeat her

I actually agree with you number 1. .. Frollo is so terrifying, partly because he's believable as a villian. A powerful man that thinks he's entitled to anything he wants, including a woman, & lashes out when he doesn't get it.

The Horned King easily gets my vote. He's such a COOL and TERRIFYING villain, and he's hardly appeared in anything since his debut in 1985. I think that's kind of sad, honestly, since he's a villain with so much potential!
