It needs a little love, but I'm altogether impressed, especially with those flags. Hope they add a licence! Kudos to the writer(s).
BTW, keep in mind that to be effective, Neofetch would probably need to be quite big, due to compatibility, configurability, and wrestling with the terminal to get the layout right. Also, remember that the line count isn't everything - just because there are X number of lines, doesn't mean they are all executed and/or intensive.
Neofetch being slow is very likely due to it being written with inefficiencies and redundancies, such as excessively using external programs; this is why I profess the contrary.
That said, Neofetch might be slow largely or in part due to accessing the net, for some weird reason. Maybe it automatically checks for an update?
Honestly, as much as I love PERL, the interpreter is also quite a bit to load, even if the program itself (IE: -fm6000-) is efficient; this won't typically matter, but in this case, I'd argue that it does. With that in mind, I'd write it in BASH. Still, at least it's much faster than Neofetch!

I added the GPL-3 Licence
Its just a small script , not mean to be replace any kind of fetch thats out there.
A lot of people are scared of Perl. I think Perl is underrated/unpopular.
I like Perl , it kinda feels like bash with wings. It goes good with shell and already available in every(mostly) Linux/Unix Distros
Languages are just tools.
I like the Dilbert TV Show and Kakoune text editor (which has a Dilbert assistant), So I got the Idea from there (also the ASCII art)
Showing system info is just to show something along with it.

Although I have neofetch installed for screenshot/video purposes to provide quick info, I never execute it and couldn-t care less for this non-sense. I customize my prompt and my terminal emulator-s colors. That-s it. ASCII art in the terminal is just wasted space (I would clean screen every time anyways)

I tested here and despite being a little limited (it didn't detected my WM, login shell and OS automatically) it's very fast, simple and lightweight compared to neofetch/screenfetch. I liked a lot! Thanks for sharing it!

Perl Script ... Easy to change the source code. May I interject for a moment and say: Nope.
Don't get me wrong. Perl had it's time, but this time is long over and easier languages like python or ruby took it's place.

using pfetch but a little change is fine, it becomes boring to see the same arch logo over and over again when opening a terminal. Also it seems to spawn a little bit faster than pfetch
