That's great and all, but there is no way this routine will burn as many calories as 1 hour of cardio, not even if you did 3 full circuits. None of these exercises burn that many calories per minute. Assuming you do 3 circuits (15 total minutes) that would mean you still have to burn 4x as many calories per minute as the cardio exercise burns, not even the highest burning exercises (such as the burpee) burn that much. This routine may be better for muscle building than normal cardio, but it won't burn nearly as many calories as you seem to be hyping it up to burn. It may still burn more than cardio per minute, but not 4 to 12 times as much.

I do something a little similar. I do 5 execsizes with barbells. 30 seconds on, 30 seconds off. Start with overhead press, then curls, then bench press, squats, then bent over rows. Do three consecutive sets so 15 minutes total. By the end your muscles are full of blood and your heart is bursting out of your chest. And you're caked in sweat. I used to do 4/5 sets of these with 2 minute breaks but after switching to high intensity I get much better results in a third of the time. When you start you'll probably be getting five reps or less on the third set with some but after a week you should be hitting twelve. Try it.

The purpose of cardio is not just burning fat or building muscle. Your heart is the most important muscle in your body. Five minutes no matter how high your heart rate gets is not enough to be considered an effective cardio routine. I understand that as a trainer you get paid and repeat business from immediate results which this routine will give; but you advice of the less amount of cardio possible in life is a poor advice in the long term.

I've been doing 1hr of jogging everyday and about 10 mins hiit after jogging. I lose 20 pounds in 4 weeks. My diet is 1100 calorie intake per day. Is it okay? Any professional advice there?

Calorie deficit loses fat nothing else. If you add exercise with a calorie deficit your deficit will be greater and you will burn more fat lose more weight. Simple science.

I had rotator cuff surgery, so any style of military press is out, docs orders. What would be a good replacement for that in exercise #2 of this workout?

Aha, I get it now.
Weights day = stand there and work out with weights
Cardio day (HIRT training) = Jump around all over the place with weights
