Intuition tells me that increasing global water quality and reducing global emissions is completely handcuffed until the worst polluting countries (not just the U. S) like China, India, Russia etc. initiate and enforce their own climate and environmental measures. Until then, it feels like taking a Yankee Candle into a junkyard hoping it will mask the smell. That's partly why I personally tend to avoid buying certain foreign goods, such as seafood, that originate in high pollutant areas.

6: 38 just build more water treatment facilities is really not the ideal solution. A single point pollution source could affect _all_ downstream treatment plants. Within the last 12 months Kuala Lumpur has had like a handful of unscheduled water cuts over large parts of the city due to pollutants in a major river, repeatedly knocking out 3 water treatment plants simultaneously.

One short term solution for local water shortages in coastal cities like LA could be to tow icebergs that break off from the ice sheets in Antarctica to the city, build a lagoon and let the iceberg melt in the lagoon, pump out the fresh meltwater.

One way of water conservation I saw in Japan was having a sink on top of the toilet tank so the water that s used to wash hands after doing your business is stored in the tank to flush the toilet for the next use.

I think Saudi Arabia pays millions of dollars every year to turn seawater into drinkable water. When I was watering my plants in the US, my Saudi friend got mad at me, cus he thought I'm wasting water.
