All advanced economy with nuclear power generation can produce the weapons using plutonium. Australia, Japan, South Korea, Germany all has this capability. For Chinese with limited knowledge amd scientists only take 2 years to produce the implosion devices and another 3 years to perfect their weapons.

There was an error in video: at 0: 55 he say USSR test there nuclear boom 5 years earlier. it was not 5 but 15 years earlier, USSR had atom boom in 1949, not 1959 like the video says.
