For me Javert is not a villain. The whole point of his character is that everyone has a reason for what they do. Imo M. and Mme. Thenardier are much more the villain of the story than Javert is. Almost every character Hugo wrote was morally gray and did what they did for a reason. If you call Javert a villain- that's just spitting on the whole point of the musical/book. If he's the villain cause he opposes JVJ, doesn't that make him an anti-hero. Everything he did was in the name of the law.
Also I feel like There's A World, Aftershocks or literally any other song Gabe sings in N2N deserves at least an honorable mention

Why Pretty Women from Sweeney? Epiphany is Sweeney's baddie song, but the Judge's Johanna is far more evil. just not PG enough for you I guess.
And if the aim is for them to be singable, where, oh where is Frollo?

I personally dont see King George as a villain. It think Aaron Burr was more the villain. He even says hes the villain in Hamiltons history. Your Obedient Servant is far better villain song in my opinion

Take a Letter, Miss Jones from Blood Brothers is memorable. It encapsulates the bloodless cruelty of modern corporate, bureaucratic life. It also effectively uses the power of understatement.

Antagonist and villain are not the same things. Javier is the antagonist of Les Mis, but he is not a villain. The terms are not always interchangeable.

I am always surprised to see that Rizzo from Grease is never mentioned on any of the musical villain countdowns of watch mojo - it kind of makes me mad
