I'm surprised that Chris Hargensen from Carrie isn't included in this list. A sadistic bully who doesn't have a heart and blames her innocent victim for the consequences she faces for her heartless tormenting. She even goes as far as to try and kill her target, not acknowledging the fact that her own cruel actions to Carrie caused the movie's massacre scene.

With all respect to Regina George, Kathryn Merteuil is my favorite teen movie villian. She is the master puppeteer. Brilliant, meglamaniacal and narcissistic in a way that is truly evil. Regina George is redeamable in a way that Kathryn is not.
