For me, Gajeel's confession to Levy in Fairy Tail will always be the best. The development of their relationship is very well done. Gajeel started out as a villain in the Phantom Lord arc, but then he joined Fairy Tail and started to understand the true meaning of being in a guild. In the arc of the battle of Fairy Tail he begins to realize the incredible person that she is, and in the exam of class S you could see how their relationship evolved a lot and continued to evolve during the anime. His confession in the last arc is beautiful and sad, he is about to die and finally manages to say everything he feels to her. I've never cried so much in a confession, it should be on the list.

I was ready to burst into tears while I was working on a 3 screen computer on Re: Zero episode 18. Even when Subaru is blind when Rem is standing right in front of him. Even Emilia doesn't know the true meaning of love which is kinda embarrassing. Now that Rem lost half of her memories hopefully he'll still look after until she regained her memories and it's super sad that nobody remember her except Subaru. And hopefully Subaru will learned his lesson as well. Unlike Naruto, it's it took him a long time to understand that Hinata has a huge crush on him until the very end with the help of Sakura, two of them are meant for each other. Nobody shouldn't put each other in danger too.

In My Hero Academia Season 3 Episode 15, we saw the scene as Ochaco is floating above and upside down after is embarrassed by her friends asking about Deku or Iida, and then she's looking at Deku training outside the dorm, getting her eyes wide and she said; That's not it. And in Episode 20, Ochaco must push these feelings away for Deku to focus on her training becoming the hero as he did.

Hachiman's confession to Yukino would definitely make it to the top 3 if there's ever a part 2 of this video. That scene was well written and it was pretty unique than your average lovestruck couple's confession.
