How about [the late] Miguel Ferrer as the Villain Shan Yu, The Leader of the Huns in Mulan? (I don't mean the remake, to be sure) In my opinion, Shan Yu is a Cool Disney villain in his own right, in part because of Ferrer's vocal performance. Said performance may not have been over-the-top or Shakespearian, but it can be debated/argued that it didn't need to be. Heck, he didn't even NEED a song, the epic Orchestral Scores during his screen presence (conducted by the late Jerry Goldsmith) were MORE than enough to send chills down the spines of many! And who could forget Ferrer's Angry, blood-curdling Roar of Defeat when he lost track of the Emperor of China?
I often compare Shan Yu to Batman, mostly due to his own realism, that is, in terms of his [possibly exaggerated] strength (albeit second to Chien-Po, maybe, weaponry, brutal [and at times deceptive] tactics, and leadership skills [Leading an Army that's been SEVERELY reduced to Five other Huns, Mind You! ] to make him more than threatening and to back his would-be conquest, not to mention the Huns were Real Terrors to both the Chinese and the Romans, among other nations. And, among other ways of describing the Character of Shan Yu (including his otherwise unclear motives for attempting to conquer China, Rebecca [from this WatchMojo franchise] once said, he is the embodiment of brawn and brute force with a chilling exterior. >: )
Did I mention his Wicked Sword (that looks remarkably similar to The Secret of N. I. M. H. 's Jenner's Sword, and his [mostly] Loyal Pet Falcon, Hayabusa? >: )

Top 3 (In my opinion):
1. Jeremy Irons as Scar
2. James Woods as Hades
3. Pat Carroll as Ursula
They make fantastic work on voice acting these villains, gives us the chills when they portray their characters. I honestly would've put Hades on top because James Woods' rapid pace talking, sarcasm, personality and his comedian side portrayed a different and special villain, making him more iconic as the years go by, however, Jeremy Irons performance on Scar always stands out to the rest of them. The voice sounds so interrogating and ecstatic, it fits so well into the character, it feels like he's a villain in real life. Great performances from the actors, they did a very good job on these characters.

I couldn't possibly choose a favorite between Dr. Facilier, Ursula, and Maleficent (Lady Tremaine is here, too, but since it's the same actress I'm going to just pick one. Far as I'm concerned, they're tied for 2nd behind Scar. Mother Gothel is a very strong third.
I can't argue with your number one pick. Definitely agree with that one. Frollo should not have been an honorable mention though, he should have been on the list. His character was entirely too human and that's what made him terrifying.

Theyre all great and its interesting Keith David who voiced Dr. Facilier in The Princess And The Frog is also Ernie Bass in the Patrick Swayze movie Road House and hes in a lot and Jeremy Irons who voiced Scar in The Lion King is in The Man In The Iron Mask, Eragon, The French Lieutenants Woman and other films too hes in a lot of things

Jeremy Irons can't be replaced as Scar at least they kept Whoopi Goldberg as Shenzi in the 2019 reboot and sh'es scary in the reboot she kind od stands up to Scar and that kind of makes her almost the villain in the 2019 reboot

Can I say hate to love? Theyre all great in their own way. The voice actors did amazing to bring these villains to life. I love the Disney movies but Im not big of having a favorite Disney villain since I was a kid

Lucille La Verne should be in the top 10 - taking out her own teeth to get the Witch's voice right shows a kind of fearlessness that not many actors have. And there was no standard of voice acting to follow then.

The reason why I think Jeremy Irons was so good at playing Scar is because he's a classically trained Shakespearean actor.
The Lion King is, basically, an animated version of Shakespeare's Hamlet, with music.

Part of the song be prepared sung by Scar wasn't sung by Jeremy Irons. Some of it was sung by Jim Cummings better known as Winnie the Pooh after Jeremy had problems with his voice while singing the song

I might not be an actor, or have an evil voice, but. y laughter sure is. My laughter is loud and evil, and i have stamina when i laugh. I would fit to play as an evil character if i ever gets into acting.

the greatest disney villain voice actor is James Earl Jones as Darth Vader: P
but if we're only counting the animated ones then yep, Irons wins with Scar!
Ursula is a close second in my opinion: )

Scar is hands down the best Disney villain. Jeremy Irons was so cool. He n James Earl Jones elevated Lion King further. Even his song be prepared has to be the best villain song

Yall really slept on the fabulous Betty Lou Gerson as the iconic Cruella De Vil. Before there was Glen, there was Betty whos glen credits her performance quality to.

I close my eyes to imagine the actual actor. And I know many actors can sing but Keith David? Holy Catham! Just wow! I wonder if he's done any musicals. IMDB here I come!

I was both surprised and not surprised that John Hurt as the Horned King was not on the list. He was TERRIFYING but the Black Cauldron isn't as well known as the others

I was really hurt by the passing of Pat Caroll (Ursula) last year. Her voice was iconic in the animation world and Ursula will forever be that classic go-to villian

I would have thought Iago would be on here. It would have been nice to get a Picture of each Actor with their Villain. Other than that, great List.

Mistakes were made on this list. Maleficent not being Top 3 is a mistake. Judge Frollo not being Top 3 or EVEN ON THE LIST is a mistake.

Jeremy irons will always be Scar in my eyes. He brings charisma to the role and no one and I repeat no one will ever replace him as Scar.

With most of these voices, you can tell they're villainous but they don't cut through your psyche. Jeremy Irons did just that with Scar.

I'm only at #5 in my first playthrough. and I have to say, if Izma (Emporer's New Groove) isn't in the top two. this list is bogus.

Jeremy Irons is a decent actor,
But to me, his only work I like to mention the most is his perfection in voicing a Disney Villain
