I just never get it why get a dog just to chain it an empty room and neglect it That’s clearly a good dog. I would say do the same to the owner but that would just bring me down into the gutter with them.

Cesar Millan has nothing on this guy. He is a true dog (and cat) whisperer. There is also a video where he wins the trust of a frightened feral cat. Also, he didn't need to entice the dog with food.

I'll admit, if I were in this situation I would probably get too afraid to get close to this dog. It's good that there are some people kind and brave enough to help animals like this.

That's not an aggressive dog. That's a scared dog. The bark was high pitched (there was a squeak in it) and the body language was pulling away, not moving forward.
