LFG this is the fall transition, post-flood conditions. The toads are hanging out deep and in their summer haunts. You noticed the confusion on the boat graff with the shad, They are scattered because the young bass are sniping them in the shallows and the toads are lockjawed in the deep water because they are fat and happy due to the inflow of food from flood water.
