Simple Solution in Theory Just!
1. People with no kids pay a 20% to 35% Tax Surcharge, If you only have 1 it's 10% and if you have at least 2 kids it's 0%.
2. Free Childcare until old enough that they can be left alone safely after school (say 12 to 14 tears old) not just Education and Healthcare.
3. 2 to 3 Years paid Parental Leave for the first 2 children for both parents and 1 year paid leave for the next 2 and no paid leave after 4 children and their job position held if they choose to return after that period (if they choose to look for a different job must give 6 months' notice.

Within the confines of a limited area of land, When there's fewer people the value of each individual increases. when there's lots of people the value of humans decreases. when you have a farm that needs reaping that requires 30 workers to complete on time. but there's 5 village lads available for labour, those lads will suddenly become worth thousands per hour. and what's more the farmer will not only want but will _need_ 25 new homes built to house more children in the future. but in this same hypothetical instead of only 5 villagers available there are infact 20, 000 peasants. then the labour cost becomes a race to the bottom to see how low he can set the wage and still get employees.
there's no such thing as a birth rate so low we'd go extinct. it is only indicative of a nation reaching it's maximum sustainable capacity either for economic, agricultural, or living space reasons.
People aren't having children because we can't afford homes to put them in. humanity needs to learn that population decrease isn't a disaster or a calamity, it's infact a neccesity. unless you believe the earth can sustainably house 78 trillion human beings. the key point i'm making here is that. you either A: think that population growth can be infinitely large. or B: That there is infact a maximum capacity _somewhere_ between 8bn humans (estimate right now) and 100bn.

And I came across a term called thr samsung life you go to work at your job that is a sister firm of Samsung, you spend your 10 hours work day there, then you have 2 options, you can use the Samsung built and operated metro line to get home, or you can get a ride with your co-worker in their Renault, (Renault Samsung Group produced car, using the Samsung built highway. You choose the metro today. So you get off at a Samsung built station where you get pushed into and hurt yourself, so you call for an ambulance, that takes you to a Samsung hospital, where you use your samsung health Insurance to cover some of the extra costs, and the rest paid from your Samsung investment account. Now it is time to get home to your Samsung apartment where your samsung light turns on, and you go to yoyr Samsung kitchen to make some food. Then you crash on yout sofa and watch the Samsung baseball team play at Samsung Stadium, on your Samsung TV. And now it is time to sleep. You now wake up, it is weekend and you just want to get away. So you head to the Samsung zoo so look at animals, trying to relax and recover.
Your life is your life and it is also a Samsung life. People do not realize how ingrain Samsung is in almost all aspects of life in Korea.

I think there might be only one practical solution to sustained population growth: separate schools for girls and boys after the fourth grade. Both groups could have a sizable portion of schooling dedicated to education on creating a healthy relationship and building a working family, but girls could have a heavier emphasis on it. Boys on the other hand could focus more on industrial and academic skills.
If girls were educated first and foremost on crafting a working family and boys had lots of relationship training as well, people might find it in themselves to start families even before they reach their twenties. That is, if society could support the effort. Then women could easily produce three kids way before their thirties and then start their own academic education when their kids got to school. That would still leave them decades to pursue any career they have a talent in.
It would require efforts from the whole society to make that kind of transition happen. Could South Korea still do it I think so. It would not be painless, far from it. But it could save their nation.

Kids, right, those things you in theory make when you're young. but also need your own house or stuff for. that you probably can't afford till your much older. And when you can, it sucks up so much of your finances you can't afford other things for awhile yet.
Housing costs, seem like 70% of the core issue in so many places around the world in developed economies. Just that housing is too expensive and has become a commodity to trade for profit, and not a necessity people buy to just live in. How you fix that. well changing laws, regulations, building codes/requirements, etc. but of coarse those entrenched in power, both voting and politicians, have a vested interest in not making housing more available and thus lower in cost since it's become the investment so many rely on. As I see it. people who invest in housing and see their own house as a financial investment, and not as simply a survival location. are investing against the future.

FYI we have fully paid parental leave for 90 days! And then it's on the parents to decide who likes to stay home for an entirely whole full paid year! And there's so much more! Like job guaranteed 3 years parental leave, calling yourself in sick (fully paid for sure) if your kids are getting sick. The right of having 3 weeks in a row vacation, while school vacation (which means, parents have the right to leave work to spend time together with their families) fully paid for sure! And then it means vacation! No one from work is allowed to call you, work related, during your vacation! (The so called right of distancing yourself)

About gender pay gap. Keep in mind that SK is unique in a way that while we are considered developed country, our industry(and most of chaebols) are mainly focused on secondary(manufacturing) sector. As far as I know, most of developed country shifted toward having more tertiary(service) sector, therefore women have been economically equally successful. But many of women in SK are not interested in manufacturing compared to men, so most well-paid jobs in manufacturing sector are filled with men instead of women. I suspect that's why there appears to be wider gender pay gap than similarly developed country.

About gender pay gap. Keep in mind that SK is unique in a way that while we are considered developed country, our industry(and most of chaebols) are mainly focused on secondary(manufacturing) sector. As far as I know, most of developed country shifted toward having more tertiary(service) sector, therefore women have been economically equally successful. Nearly all the demographic problems could go away with a single paper with a couple lines in the congress, however lobbyists and the rich won't ever let that happen, it's a simple law: Make new housing, and make it so that you can only buy it to live in it.
Is that simple, but currently, the speculative housing market its traded it just like stocks to make money.
If houses get the requirement to live in them, then the prices would crash, and you could buy a new house for up to 40k dollars. But as it stands, in the US, you see HOAS even protesting the construction of houses because it can lower theirs.

This is simply malthusian trap in action. South Korea has roughly the same number of people as us in Kenya with only a fraction of our land. It's slightly bigger than our largest subnational division. (We're not any better but at least we have land, they are definitely worse off. Korea is a good example of what globalised trade can do. They earned income and got food to expand their numbers far more than the country can handle.

you look back in history, way further back. population counts were much lower than they currently are. so, declining or going back to previous numbers also mind there was a population boom for us to reach this point you're insinuating that no such boom is possible and in 80 years it'll be gone. it wont be gone, anything that reaches a critical point is repaired or. replaced. the ottoman empire 'imported' women for example. what may and likely will disappear over time is the heterogenous nature of the population in south korea, thats about it

Their most used way to rent isn't actually renting, instead they give the owner (eg) 60% of the house value and after (eg) 2 years the owner returns it 100%. This means that so long as you can pay the loan (if needed) to cover the money you don't pay rent, and at the end you keep the money job profits for the 2 years, and can re-rent more easily.
If you're curious: the owner profits by investing in govt bonds or stocks (their own risk.

Allowing millions of immigrants in to your country to save your demographics is a lot worse than getting a shrinking population. Look at western europe countries who do that for years now. We are getting ghettos of not assimilated aliens who bring their alien cultures along and change these countries forever. Belgium for example could turn into a sharia state the next 50 Years, France will have ethnic motivated gang wars, as well as germany, etc.

If the demographic decline is to be reversed, immigration will have to be at least a small part of the solution. If South Korea chooses not to expand immigration, it would essentially be voting to destroy its civilization rather than integrate it. That said, over the past 200 years, Korea has experienced more change and disruption than almost any other nation, so there is no reason to assume its citizenry won't choose to open up immigration.
