Governments may not like my opinion on this, but if you are exercising military force on a group, especially over a prolonged period, and excluding peacekeeping operations (debatable what constitues peacekeeping and not, say, civil war): You are participating in a war. As far as I'm concerned the story ends there, there is no valid counterargument. That is what war is and not saying Hey we are going to war with you makes it not be war just a much as me saying Hey, I'm not stealing and then walking out of a store without paying makes that not be stealing.

If the USA declares war, the Military Draft automatically kicks-in.
Instead of just an all-volunteer Army of poor people, Selective Service will also Draft wealthy pukes.
Don't believe that the All-Volunteer Military was anything other than a way to be sure that only Poor People die in war.
THAT is why the Wars in Iraq, or Syria, or Afghanistan, or Vietnam, were not Declared wars.
In a Declared War EVERYONE Fights. Even wealthy pukes.
That is why the USA has NOT declared war since 1942.
Only poor folks die in Police Actions.

America has an additional reason. On the one hand, the President is the Commander in Chief, and he essentially has absolute power over the military. However, according to the Constitution, only Congress can declare war. The President can wage it, he just can't declare it. So even in the 2003 invasion of Iraq, though he had congressional approval, (and many of Senators and Congressmen who later condemned him approved it at the time) Congress never actually declared war, which would have been something they would have taken more seriously.

Hi everyone, just to clear up a mistake. On some of the maps, Hainan is a part of North Vietnam. It wasn't a part of Vietnam, it was simply a mistake with me either misclicking when colouring the map in or not deleting all of Red Communist China from the map I got the image from. My bad.

because to declare formal war you need to wait 5 turns after denouncing the other civ. Maybe this works vs AI, but in multiplayer you do not care about grievances - you just want to minimize the risk of defeat by going surprise war.
This has been Civ warfare 101 for decades now.

1. Reaource wise: Far easier, far cheaper, yielding better result invest in that country to get their resource ie going for war
2. Weaponry become too advanced= expensive warship and rank easily destroyed by 1-2 cheap missile

the US is required by US law to make a formal declaration of war in order for troops to be sent into combat against another country. this doesn't apply however if the other combatant isn't a country, like al qaeda.

Its all semantics. if you send your army to fight an army of another country, then its a warcalling it a conflict, or special operations is just political BS. and fools no one.

I learned in school that moving troops over the border into another country without explicit consent of that country is an automatic declaration of war.
