First off, you you don't steal the Gerudo Outfit, you purchase from Villa. Second the outfit doesn't fool anyone into thinking Link is a Gerudo (humorously Link can claim to be one as a dialogue answer), as most see Link as a Hylian Vai (Vai is the Gerudo word for female), though not everyone is fooled by his disguise (such as Riju and the Gerudo Secret Club owner). Interestingly, Urbosa's diary reveals she taught Link the disguise trick before the Great Calamity so he could enter the town to search for Zelda who was using the no Voe allowed law dodging his protection detail (due to his amnesia Link has to relearn the trick from Villa).

Links costume works because they think he-s a hylian Vai not a gerudo, any vai are allowed into gerudo town of any race but voe are not so they don-t think he-s a gerudo they know he-s a hylian, just think he-s a female

For breath of the wild I find it funny when you get caught and thrown out for being a voe (male) and then switch to the female cloths RIGHT IN FRONT OF THE GAURDS, and then stroll on in haha
