The Joker is the comedian who has an audience who doesn't get the joke, and then has to explain the joke, over and over again, to try to get the audience to understand. In this manner, while both Batman and the Joker are arguably brilliant, in their own ways, in each other's presence, they are confounded by each other.

The Joker needs for Batman to get the joke, but doesn't understand that, if you have to explain the joke, chances are it wasn't funny. Meanwhile, Batman hears the joke, but it goes so far over his head, that he can't understand what was supposed to be funny. Even the few times he does laugh for the Joker, it is the equivalent of someone laughing at a joke they don't understand, and often laughing before the punch line, to show the comedian that they don't even understand the humor of the joke in the first place.

In essence, the Joker needs for Batman to simply understand him, which is something Batman can never do, because he is incapable of doing so, urging the Joker to try harder and harder for the understanding he needs, to show his audience he is funny. to get a genuine laugh out of them to prove that his joke went over and was understood as it should be, to prove their relevance in the grand scheme of the universe, to show, I was here, I existed, I made this happen, I was not just some blip of a mistake in the cosmic scope of time. but unable to understand himself that his audience simply cannot fathom the joke being told, because it is outside of their scope of understanding.

And, by the same merit, Batman needs to understand the joke. As one of the most brilliant minds on the planet, the joke being something he can never understand draws him back, to try to see the joke from every angle, so that he can finally understand it, but it is something he can never do. Because, if he can never truly understand the joke, then all of the death and destruction and chaos has all been for nothing. And he needs for it to have meaning, to have relevance.

So Why Batman Doesn't allow anyone else to Kill The Joker?
Because In My opinion, it makes Him Kind Of selfish.
It pisses me off that Batman or Anyone else like James Gordon or Jason Todd Or Other People can't sacrifice him or his self (and his rule) to stop that Maniac (if he himself cant he should let Jason finish him.
I can not believe that the pain experienced by every time he suffers from his family and even death of normal people is less than the pain suffered by simply killing him.
Apart from that, in many countries in the world are right to executions, and what these people who are doing their job getting rid of junk from the world you call assassins or murderers?
Why do people think that the first deliberate taking of life belonged to the wrong person and it is a bad, terrible thing (I do not mean that right now everyone should be killed Relax) And maybe the first time was a good man who wanted to stop this evil one or just to protect his own life.
I know it's not all that simple but that's just my Opinion, and you don't have to agree.
Returning to Batman, I know that this is how it behaves like a big influence tragedy of his childhood, but for God he still is an intelligent man and should finally look through the eyes that are the only and right way to end it, and if he was really strong is expected to end on only one killed but It may simply not be. in this respect Jason Todd aka Red Hood > Batman.
He really can not do this one step to stop the mass of murder and despair? Sorry, but it is not my hero.
Even at the end of the Man of Steel Superman can do it for goodness sake.

Remember when Jason Todd nearly killed Penguin? Batman really beat Jason's ass for it I'm like Excuse me you lock these criminals up they keep getting out someone does something about it & you nearly kill them for it? The justice system in Gotham really sucks if they can't just give Joker, Two-Face, Penguin & others the death penalty problem solved. What happens if a civilian who gets fed up with how Batman doesn't kill the Joker & kills him themselves is Batman going to beat the shit out of that civilian for doing what Batman failed to do? We saw what happened when Superman killed Joker for making Superman accidentally killing Lois it started Superman on a quest. What about when Joker put acid in Jason Todd's mask that nearly killed him or when Joker shot Barbara what did Batman do? Nothing he let Joker live. Look just kill Joker this time permanently he has been around for many years but he's doing the same old shit time for DC to make up a new villain that's different. I'm sure there are people that are tired of Batman not killing Joker & letting him walk free to harm more innocent people just end Joker please.

THis is why batman stopped being a good hero for me. THe fact its the same thing over and over again makes it repetitive. Its like Transformers movies with batman. No one understands whats going, violence is involved and you get fans coming in because its the same thing repeated. Yes money is the biggest factor and that is why it killed batman for me. Not the actual stories, the FANS killed it for me. Batman this, Batman that. Batman always wins, batman always best.
It got to a point where if Batman fans don't have it there way, they lose their freckin minds and then DC has to go kissing their asses just to satisfy their needs for Batman to be great.
Face it, no matter how many times Batman never kills Joker, hes just as big of a murder as Joker.

Like he cant ever kill the joker because, Batman doesn't Kill, And plus you know joker wants batman to do that, Because if batman kills joker, He gets what he wants, And plus when batman arrest joker, He just gets out anyway, So what can batman really do to beat the Joker, He can't arrest him because he can just as easily get out, And he can't Kill joker because that's what joker wants, So that's why I think joker was a brilliant idea for a supervillian, Because he cant ever be beaten, Hes just so crazy that whatever batman does, Joker always wins

Simple. Batman has already cleared organized mob crime, so his fight and purpose is only with the freaks of Gotham. With no joker, there is no Batman, and vice versa.
For example, in Arkham knight, even though joker died in city, he still lived in batmans psyche, but as soon as Batman broke free of joker for good, he had to activate the Knightfall protocol, ending the Batman.
And in TDKR, we see that when joker thought that Batman was gone for good, he lost all purpose of being a joker and basically went into coma. When Batman returned, joker found his purpose again and donned the makeup and flag gun.

But the real reason is that he knows that the original joker and harly turned one of Batmans robins into the next joker, now theres a whole theriory of this and its true, it was in the Batman tv show, and it wasnt extremely long ago, he knows that its robin, and see how he cant remember his identity in past comics/shows? Its because his memory was erased by harly and was turned into the next joker, but if joker remembered, he knew that he was robin. And honestly its sorta sad, Batman refuses to kill him but just wants him to remember Batman without telling him, but with physical pain.

Surprised you never mentioned the fact that Joker actually wants Batman to kill him. He knows that's the only way he'd get the last laugh, to truly win the ongoing battle between them, Essentially proving that Batman's code is for lack of a better term, a joke, that they are no different from one another, that when it comes down to it, they will kill if they truly want to. The only difference is the Joker has long ago accepted that and can just kill on a whim because he wants to while Batman is constantly fighting the desire to do it no matter how much his baser human instincts justify it.
