The Continental rule established in the first film kinda change in the sequels. Winston said that No business shall be conducted on the Continental ground. Thats why he didnt tell Johns target location. The location is written on a tissue either by Winston or by Perkin. Then in the second movie they just make it more simple, no bloodshed on Continental ground.

Just watched John Wick 3 and it almost exactly follows the framework of the original Matrix, even down to copying scenes outright, for example,

I saw the similarity with Highlander. Immortals were not to fight and kill on holy ground. In John Wick, the agreed upon version of their holy ground was the Continental. Unlike the Continental in John Wick the holy ground in Highlander could not be unconsecrated.

The cops don't get involved because it's above their pay grade. Matrix theory sort of makes sense but you have to try really hard to put it together. Matrix 4 and John Wick 4 should clear some things up though. Overall two awesome franchises.
