Wait, _Sicario: Day of the Soldado_ is about cops trying to start a gang war? It would take some really dirty, really depraved cops to do a thing like that, and why wouldn't cops that vile simply approach the gangs and ask them for money, and assassinate any superiors who objected? Doesn't make a lot of sense.
